How Does the BC Graduated Licensing Program Work?
The BC Graduated Licensing Program (GLP) is the three stage path every new driver in British Columbia must follow to earn a full Class 5 licence. Here is what each stage means for your teenager in Victoria, so you can plan ahead.
Stage 1: L Licence (Learner)
Your teen passes the ICBC knowledge test at a driver licensing office and receives their L licence. They can start driving on Victoria roads immediately. Teenagers as young as 16 years old can begin lessons with a qualified supervisor who is at least 25 years and holds a full Class 5 BC driver's licence. Zero alcohol is permitted. The L must be held for at least 12 months before the Class 7 N road test. L drivers must display an L sign and cannot drive between midnight and 5am, as confirmed by ICBC [ICBC GLP].
Stage 2: N Licence (Novice)
After passing the Class 7 N road test at the McKenzie Avenue licensing office in Victoria, your teen can drive without a supervisor. Restrictions apply: zero alcohol, maximum one passenger who is not an immediate family member, no electronic devices, and an N sign must be displayed. The N must be held for at least 24 months before taking the Class 5 road test. N drivers looking to build confidence before restrictions lift can book a single lesson at any time.
Stage 3: Class 5 Licence (Full)
After 24 months as an N driver, your teen can take the Class 5 road test and earn a full unrestricted BC licence. The Class 5 road test in Victoria covers highway driving, more complex traffic situations, and a higher standard of observation and space management than the Class 7 test.
Every 90 minute lesson with us counts as 90 minutes of supervised driving toward your teen's L licence requirement. For L drivers in Victoria this means lessons and home practice can work together toward the 12 month minimum. For more common questions see our driving school FAQ. For busy Victoria families this is a practical way to help your teen meet the 12 month minimum without it all falling on you.
What Happens in a Teen Driving Lesson in Victoria?
Teen driving lessons in Victoria, BC start in quieter residential streets and build up to the city's busiest roads. Before the first lesson, we ask about experience level, any concerns, and what the student wants to work on. For complete beginner drivers we always start in a quiet area away from traffic. Because of that, every lesson plan follows from that conversation rather than a fixed curriculum.
Early lessons typically cover
- Pre-trip vehicle check and mirror adjustment
- Starting, stopping, and smooth speed control
- 360 degree checks before moving
- Basic turns and intersections in quieter Victoria neighbourhoods
- Understanding when to yield and how to read traffic
As confidence builds in Victoria traffic, we progress to
- Downtown Victoria one way streets, bus lanes on Douglas Street
- Bicycle lanes and vulnerable road users on Victoria roads
- Lane changes and shoulder checks on multi lane streets
- School zone and playground zone speed rules in Victoria
- Parallel parking and hill parking on Victoria's hilly streets
- Road test preparation on roads near the McKenzie Avenue test centre
Victoria has some of the most challenging urban driving in BC: one way streets downtown, Douglas Street bus lanes, uncontrolled intersections in Fairfield and Fernwood, and heavy cycling traffic. We teach all of it so there are no surprises on test day.
Many Victoria teens practise only in quiet residential areas with a parent and then feel overwhelmed by downtown traffic on test day. Our lessons intentionally build up to busier Victoria roads so the driving test environment is familiar.
Why Do Dual Controls Matter for New Drivers?
Dual controls mean the instructor has a brake pedal on the passenger side and can stop the vehicle when needed. In fact, this is the safety feature that most Victoria parents ask about first, and for good reason.
Our automatic dual control training vehicles are a Toyota Prius Prime and a Hyundai Elantra, both fitted with dual controls on brake and accelerator. When students know there is a safety net, they are therefore more willing to try things and build genuine confidence. Lessons in a vehicle without dual controls tend to produce tentative drivers because the instructor's only option is to talk louder.
Under the BC Driver Training Industry Code of Conduct, licensed driving schools in British Columbia are required to use automatic dual control training vehicles. When you book with Sky Driving School in Victoria, that standard is consistently met.
Toyota Prius Prime
Smooth automatic transmission, excellent visibility, and a quiet cabin. Well suited to Victoria's stop-start downtown traffic and hilly residential streets.
Hyundai Elantra
Automatic transmission with dual controls. Comfortable and familiar for students who want a standard sedan layout. Both vehicles are automatic dual control training vehicles under Division 27.
Certified driver training vehicle
Meets all British Columbia requirements for a automatic dual control training vehicle. Dual brake controls on both sides, properly maintained, inspected as required by Division 27 regulations.

What If My Teen Is Not Ready for the Victoria Road Test?
Not every Victoria teen is ready for the Class 7 road test after the same number of lessons, and that is completely normal. Our instructors tell students and parents directly where they stand and what still needs work before booking the test at McKenzie Avenue.
Victoria roads are genuinely challenging for new drivers: one way streets downtown, busy intersections near schools, and heavy pedestrian and cycling traffic in neighbourhoods like Cook Street Village and Fairfield. Some students need more time to feel consistent in these conditions and that is completely normal.
A road test evaluation in Victoria is the most accurate way to know if your teen is ready. We run a 90 minute session using the same five global skills the Victoria examiner assesses and provide a marked result sheet at the end.
Our ICBC road test common mistakes guide shows the most frequent reasons teens do not pass. Reviewing it before the test is worth 30 minutes. Booking the road test before your teen is ready costs time. After a first unsuccessful attempt at McKenzie Avenue, BC Motor Vehicle Act regulations require a 14 day wait before retesting, 30 days after a second attempt, and 60 days after a third. One or two focused lessons before the test is typically worth it.

What Happens If My Teen Does Not Pass the First Time?
Not passing the Victoria Class 7 road test on the first attempt is more common than most teens expect. However, it does not mean the student is not capable. ICBC provides a result sheet at the end listing exactly where deductions were taken. Our how to pass the ICBC road test guide covers what examiners look for in detail. Bring that result sheet to the next lesson and we use it directly as a coaching guide.
| Attempt | BC Wait Period Before Retesting | What We Recommend |
|---|---|---|
| First unsuccessful attempt | 14 days | 1 focused lesson targeting result sheet feedback |
| Second unsuccessful attempt | 30 days | 2 to 3 lessons rebuilding observation habits |
| Third or subsequent attempt | 60 days | Lesson package plus road test evaluation before rebooking |
The rebooking wait periods are set by the BC Motor Vehicle Act [BC MVA]. The specific deductions on the result sheet tell us exactly where to focus so the next attempt at McKenzie Avenue addresses the real issues.
